Triple A’s for Aquatic Safety Methodology
Proactive aquatic supervision
At the commencement of the 2022/23 summer period, Belgravia Leisure, in line with broader industry trends, identified a heightened aquatic safety risk profile emerging with an attention on non or weak swimmers – not just in children, but adults as well. This was largely influenced by reduced community engagement in structured swimming programs, resulting in a decline in water confidence, swimming competency and hazard awareness across user groups within aquatic environments.

Alert
Maintaining sustained vigilance and readiness to identify emerging risks in real time

Aware
Understanding the environment, patron behaviours, and changing conditions that influence risk

Active
Taking timely, decisive action to prevent escalation and ensure safe outcomes

Throughout the summer season, Belgravia Leisure venues recorded over 1,000 lifeguard interventions associated with aquatic safety risks. Of these, 26% were classified as proactive rescues addressing potentially critical situations, alongside a range of incidents requiring the application of immediate first aid and lifesaving responses.
This data, coupled with a deliberate organisational mindset anchored in Chronic Unease, prompted a strategic shift towards a more holistic and proactive approach to aquatic risk management. In response, Belgravia Leisure introduced the Triple A’s for Aquatic Safety – a contemporary framework that integrates supervision, situational awareness, and dynamic risk response across all aquatic environments.
This framework extends beyond traditional surveillance, embedding a whole-of-system approach that empowers Lifeguards and Duty Managers to actively engage with the environment, anticipate potential hazards and intervene early to protect our communities.
To support this approach, the Aquatic Safety team delivers a structured quarterly program of resources and capability-building initiatives. These include targeted safety campaigns, visual communications, toolbox discussions and practical training materials aligned to both industry insights and internal data trends. This ensures venue teams are equipped with relevant, evidence-informed guidance to support day-to-day operational decision-making and reinforce consistent safety behaviours across all sites.

These resources are designed to enable venue leadership teams to facilitate ongoing safety conversations, strengthen team awareness and embed a proactive supervision culture that prioritises prevention, engagement and continuous improvement.
Since the implementation of the Triple A’s framework, Belgravia Leisure has observed an ongoing increase and commitment to recorded Lifeguard Interventions, alongside a constant trend of proactive aquatic rescues. This uplift reflects a positive shift in hazard identification, early intervention and reporting maturity – providing greater visibility of risk and reinforcing the organisation’s commitment to proactive safety management and community wellbeing.
